The wipers on my '90 just kept slowing down, more and more. Then they stopped and wouldn't work without me outside pushing them.
My problem was friction in the wiper linkage. If you look at it, underneath the spindle that moves the driver's side wiper, there is a cable wrapped around a cam. Well, if you take the wiper linkage out of the car, then remove the cirlip holding that spindle in, there's a metal on metal contact in there with a plastic washer-like bearing sandwiched in between. On mine that washer had worn out, leading to metal (spindle/cam) on metal (bottom of spindle housing) contact, friction, and the motor stalled. It's a simple fix if you know what to look for.
When disassembling, do not separate the spindle from the cam. They are pressed together. They will come apart again, with a loud banging noise, and then you'll have to drive the rest of the way home with only the passenger wiper, which is driven directly by the motor.
When reassembling, pay close attention to the tension of the drive cable; make sure it is seated on both ends and not over-lubricated. And for the record, headlight wipers didn't show up until 1991 in the states.
