I'll agree with MS, there has to be a vacuum leak somewhere. I don't remember whether or not you changed the bushings that the vacuum nipples go into on the intake manifold and valve cover. They tend to shrink a wee bit when they get old. Also, there are seals on the throttle plate shaft that may leak.
I can sympathize with how infuriating these things are to track down. My '89 has a vacuum leak that I can hear (it's pitched at something like an A, 4 octaves above middle C) but haven't been able to locate, and I'm usually pretty good at being able to track these things down.
For that philips screw, you can get right-angle philips drivers. It's a lousy spot to get to with all of the oil cooler plumbing in the way. You may want to loosen the alternator enough to take the belts off the pulley and flop it all the way to the side to get more access to the VR screws.
