Car wont start in cold weather!

For a while now the car will not start when its really cold out. Its starts on cold mornings and most of the winter but when its really cold its a no go. My apt people want to plow the parkinglot and now my car is going to get towed. The battery is great and turns over a ton and it the car coughs a little every other crank or so like she wants to start but it never happens. I just squireted starting fluid in the throttle housing and its didnt make a difference. almost made it worse. hmm. any ideas? thanks
