It might be wise to coat the badges with Simoniz paste wax or another high-carnauba-wax content polish in the fall and a few times each winter. (Don't rub much, you don't want to wear through the surface.)
Sounds as if the surface, whether ink or paint, is susceptible to lifting in winter and maybe sealing it against moisture will help.
Is ice sticking to it and peeling it off as the ice pulls away?
Selling replacements is a good little market for the dealers, but even at roughly $29 each and with dubious longevity it can be money well spent as it makes your car look so much nicer and makes you feel so much better about it.
