To elaborate, the second rheostat controls everything on the dash except the instrument lights. Yes, there are two separate dimmers. Three things can happen to make you lose all those lights.
First, all three bulbs could fail plus all the little bulbs in each individual switch. What are the chances of that?
Second, the rheostat could fail. Our '85 had one dead spot, which was in the full bright position. Turning it down ever so slightly below full bright brought the lights back.
Third, and this is the most common by far, is that the lock nut holding the rheostat to the dash has loosened and it is spinning freely. Instead of twisting the rheostat adjustment you're just spinning the whole thing with no effect. These wind themselves down and since it is loose it can't be turned back up again. The fix? Genly pry off the knob (black plastic, behind the turn signal stalk, looks like an eyedropper handle) grap a pair of pliers and tighten the locknut. The knob is kind of a pain to get off the first time, but it'll let go. Try a broad screwdriver alternating sides, or use the can opener attachment on a Victornox Swiss Army knife. (Can you tell this is the voice of experience?) Be sure not to put a hole in the dash fabric too! You may also need to hold the rheostat with one pair of pliers while/whilst tightening the nut with another pair.
Get it good and tight. Press the knob back on, and proceed to turn up your non-instrument dash lights. Presto/Voila/Eureka, et cetera.
