Inspect the turbo plumbing, especially between the turbo and the throttle body. If the car is new to you, remove the intercooler, flush with solvent (gas or kerosene works) to get the oil out (intercooler accumulates oil normally), and re-fit. Carefully flex the rubber boots and inspect for cracks.
A 7mm nut driver with a flex extension, if you don't already have one, is your friend.
Replace all of the underhood vacuum hoses (rubber is fine). Replace the rubber grommets that hold the vacuum hose fittings into the intake manifold (they age and leak boost over time). If yer poor, pressed for time, or just lazy, and don't want to do the hoses, at least make sure that there are no cracks in the existing ones where they mate to the fittings.
Oh, for underhood hoses -- the hose from the manifold to the dash boost gauge is more trouble than it's worth to replace. I'd just cut out the hardened portion, add a butt connector to the old, fresh end, and graft on some fresh hose between the butt connector and the manifold.
Be sure that the wastegate actuator/wastegate is functioning properly. If not, then a good portion of the exhaust bypasses the turbine and goes out the tailpipe, resulting in no boost.
After you've done all this, it's time to adjust the base boost. Take Russell's advice and read your Bentley (though, come to think of it, there's also a base boose FAQ here on Saabnet). 6-6.5 PSI will give you nice spool-up without engangering the APC's ability to keep the motor safe. You can get a pressure gauge at any auto store for $30-40; if yer poor/cheap/whatever, you can order an industrial gauge that's equally accurate but for perhaps $14-15 from http://www.mcmaster.com. (You'll also need a barb fitting with which to attach hose.)
Base boost falls out of adjustment over time. Bringing it back up to spec can be a *very* gratifying little shadetree task.
If you are obsessive-compulsive, remove the APC and shoot the contacts/plug with some electrical contact cleaner. I have read of rare instances where bad connections cause funky APC behavior. May as well do the prophylactic stuff if you're hands are already dirty...
