I've been able to time it with all of the ducting in place. You don't exactly need to be a contortionist, but it's a slightly awkward position. There are a couple of angles where you can get a good, clean shot at the marks.

One really helpful thing is to clean up the area on the flywheel with the timing marks and put some white paint on the 16 degree line.
