The "Whack them with a hammer before loosening" tip sounds very good to me, it crumbles any rust and jars things loose. Don't know about penetrating oil, that's a long way down for it to somehow travel, under a bolt head that's tight snug against the head and then way down the bolt to the block.
If a bolt is obviously fighting rust as you try to remove it, try turning it back in a little, then out, alternately. Helps avoid jamming and breaking, clears out the packed-in rust. And if it's coming out at all but obviously in trouble, THEN spray penetrating oil in and work it back and forth a little, before it jams so bad it breaks.
If one breaks anyway, if it's above the block there are stud removers that might grab it or big (10") vise grips. If it's flush, Snap-On makes a good type of easy-out that's a splined steel rod, driven into a hole that you drill in the bolt with a drill bit and guide that comes with the set.
I once drilled a hole in a bolt, then used a 3-cornered file to cut through the threads out just into to block, then picked and twisted the remains of the bolt out. The slight notches at the corners didn't harm the threads any.
And I also did the same once using a saber saw, with a blade the back part of which I ground away so it was skinny enough to plunge down into the hole I made in the bolt.
Good mechanics can focus a burning torch so well they can burn the stud out without harming the block - - I believe bolt steel burns sooner than block iron, or maybe it's just that the bolt part heats up easier than the block, which is too big to heat to the burning point.
And if there's a stub there you could weld a nut or a bolt to the stub and then twist it out with a wrench. Lots of oil helps, also, twist back in a little, alternately with removing.
