Knock sensor is tricky to measure.. try to borrow a meter with a bit more range.. ('circuit test' brand ones are Fine fo $15 or so )
Does yr Sloenoid 'Clack' ? even once, when you plug it back in with ign on?
Should check and Clean ALL connectors including the ECU one if yr car isn't a CIS one. Pressure transducer is the usual culprit.. but Bentley gives Ohm readings at specific PSI.. pressurize the thing to the correct psi readings and take a reading.
Only other possible is the Wastegate and the Actuator.. Often when old the actuator loses spring pressure which keeps the gate closed.. a Hardware store 'helper spring' stuck on externally (between Wastgate arm and Actuator body/flange)is a poor looking but perfectly effective substitute for a NEW actuator.
