I can't tell you anything for sure yet; I just put my '92 S on the road a week ago. I have known issues with my car so take this with a grain of salt. For example, either the air mass meter or pressure regulator are making the car run rich, so the fuel is going through too quickly. I'm still going to get 450 miles on this tank of gas.
Earlier statistics for the same body with different motors:
1985 900 (8 valve, 5 speed) averaged 27.
1988 900 (8 valve, 5 speed) averaged 29; in better shape. More in the summer because the earlier FI can't adjust for temperature.
1988 900 (8 valve, slushbox) 20-22 no matter what.
1990 900 (16 valve 2.0, 5 speed) 28-30.
1992 S (16 valve 2.1, 5 speed, your motor) estimated 27, but I've been driving kind of hard to clean out combustion chamber deposits. She's running rich and I have the leaky dash vents disconnected until I can fix them. Air mass meter worn too.
Easiest things to do to ensure best possible mileage, regardless of driving conditions and habits:
Keep all excess weight out of the car
Change air and fuel filters if you don't know how old they are, and keep to that schedule
Change spark plugs, and distributor cap and rotor on time; gap spark plugs correctly.
Make sure you aren't driving with vacuum leaks
Check adjustable timing (yours isn't)
Keep the speeds down, as you said, even with a nice aerodynamic car.
Your fuel tank holds 18 gallons, up from 16.6 on earlier 900s.
Many new cars don't care about mileage, for example early-boost turbos and larger displacement motors and heavy, heavy AWD systems will kill your mileage in a hurry.
