Northern salvage yard cars mostly don't have the hub caps any more, just ugly black steel wheels, because the clips rusted and lost their spring and their grip on the wheel and the hubcaps fell off. And if they're still there they're too rusty to trust.
Though it's not the prettiest thing, the easiest answer is to use two nylon wire ties to fasten the hubcaps to the wheel once they're on.
You pre-bend the wire ties into an O shape and then spiral them through the round holes and around the divider to the next hole. Stick a finger in to meet the approaching nylon end and then let it follow your finger out and fasten them. Can't put them exactly 180 degrees apart but you can come close. Use white wire ties and you'll hardly notice them.
Keep a few spares in the car in case you need to change wheels unexpectedly and make sure to have garagemen use them at tire change time or else leave hubcaps off.
