That doesn't sound normal, unless you are using rockhard pads. PBR Metal Masters are a tad firm which is why I prefer PBR Deluxe
I'm assuming your caliper pistons are all free moving and your rear brakes are adjusted properly.
I would suspect either a bad booster or totally glazed rotors. Booster check procedure is: with ignition off to pump pedal until pedal gets hard, then start engine while keeping foot on the brake pedal. Pedal should sink and soften as boost builds. If pedal stays hard and doesn't drop, the booster is bad.
If rotors have a glossy polished sheen, they could be glazed. You might be able to sand them to restore a grippier surface. Remove rotors and belt or rotary disk sand with coarse paper #60 to rough them up. A brake rotor machine will do a better job.
