The round hole is designed for a special tool, perhaps used only at the factory. It should not be used of camshaft or timing settings.

Your camshafts are likely to be out of adjustment.

TDC is when the 0 degree mark on the flywheel is adjacent to the mark on the clutch cover. Verify by using a whistle tool in the #1 sparkplug hole or just stick a long screwdriver in the plughole and turn engine manually until driver is at top of travel. Note that true TDC is only at top of compression stroke and this should correlate with camshaft marking alignment and this happens every other revolution. However, mark on clutch cover and #1 piston at top of stroke will happen every revolution at top of both exhaust and compression stroke.
