So I guess what your are saying is that when you use A/C reciculation mode the wind noise stops?
The switch itself wear out and the best way is to get a new one or a used as a second choice.
The wind noise when using outside air and full speed on the blower motor is quite common and I don't have a good solution for you.
It just happens to be that you are pumping a lot of air into the cabin and it has to escape somewhere.
The car has natural outlets for air but since a convertible have a tendendcy to leak a little bit here and there it is almost impossible to keep the air from not escaping the easiest way, which might be through a window/top seal and by doing that it creates that whistling sound.
You could try to adjust all the windows and doors so that everything fits good together and maybe the sound will disappear?
