Never a dumb question! Anyway, I think it is used to keep the core from rattling and allow for the temperature changes. Making your own is a great way to go. Make sure you get all five or six screws out of the lower heater box cover before you try taking it off, or you will snap it in half like I did. The part still works, but I will get another from a junkyard in time. Use foam where it was originally, that means in between the heater valve flange and the firewall. Also be sure the o-ring seals on the heater valve seat up correctly. Some boarders hit them with vaseline or something else, but since you have the core out of the car, just assemble it outside and put the whole thing in. You'll need to disconnect the brake pedal return spring.
