When charging voltage is too high, it's usually the regulator. When it's too low, it may be the alternator or bad connections, perhaps the drive belt is too loose.
Take a volt-ohmmeter, switch it to DC volts in the 0-20 volt range. With the car idling, place the positive probe on the positive battery post. Put the negative probe to a good ground.
If the voltage is between 13-14.5 volts, you're OK. If the voltage is less than 13, clean your battery post contacts and check the belt tightness. If that doesn't work, your alt probably needs new brushes or perhaps it's on the way out. Check the search function for brush replacement.
