While I am only familiar with the HVAC reservoir in 3dr's that are in the fender well, I did have to replace one that leaked. Also the air distribution control can leak (especially if it is not properly mounted with the clip). Do you have a MityVac to apply a vacuum and then watch the gauge for vacuum loss? It's a good tool and you can use it to test the line that runds though the cabin and feeds the reservoir from the intake manifold. Since it's a dedicated hose, you can plug it at the reservoir and apply vacuum from the intake end to see if there is a break in the line.
It would drive me nuts too if the center vent didn't work. I wonder if the hoses are not hooked up to the correct ports on the control knob? I would go though the whole Bentley procedure and use a Mity vac to apply vacuum directly to the vacuum vent motors to verify operation. Might be time to pull the instrumet panel for better access to all the stuff.
Re the engine compartment leaks, I have had good luck with a propane torch(unlit). If you direct the flow of propane around the intake, you can quickly pinpoint where the leaks are as the idle will increase when the propane gets sucked in through the leak.
I'm not sure if the TPS can leak but I do know that the shaft bushings for the throttle butterfly can leak. You can also get a whooshing of air if the larger hoses connected to the AIC slightly collapse under vacuum. While the engine is idling, squeeze the hose to make it round and see if the whooshing changes. If so, and you're sick of buying hoses, a section of scrap spring inserted in the hose will keep it from collapsing.
The ELCD doesn't hold vacuum all the time and I think the test procedure calls for testing with the key or engine running---not sure and I don't have a Bentley at hand. I do know that Bentley has a test sequence for the ELCD.
Under any circumtances, do not give up.
