First, you'll want to check for spark at the plugs. If there's no spark as you're cranking the engine, then it's likely that either the hall effect sensor in the distributor has died or the ignition module on the inner fender, opposite the APC controller (behind the left headlight), has just about failed.
If the SAAB anti-theft system acts anything like the one in my '89, you can just unplug it. The Bentley wiring diagram does indicate that there is an ignition interlock relay under the rear seat, but it doesn't indicate which relay it is. Looking at the wiring diagram, it appears that it would probably just completely disable starting.
Below is a wiring diagram for a typical LH 2.4 fuel injection system. I think it's from an '89 or '90 but the '94 convertible is similar.
