Troubleshooting no spark & no fuel pump when cranking

I'm stumped . . .

The coolant overflow tank on my 1989 non-turbo 900 cracked and so I replaced it and at the same time also replaced the thermostat. While I was idling the car and looking for leaks the engine stopped and won't restart.

I don't hear the fuel pump running when it cranks and there is also no spark. I've run the ECU diagnostics and the fuel pump runs during the diagnostic. It also runs if you jump the fuel pump fuse to 12v.

When I check the fault codes on the ECU, I get the expected "no RPM" fault, which goes away when I crank the engine (and then it returns).

I'm thinking that I've got an ignition problem, but I'm puzzled by the fuel pump not running.

So here are my questions:

1) Should the fuel pump run at all before the engine cranks? I seem to remember that it did on my '79 900. As far as I can tell the pump doesn't run when the engine is cranking either (tested by listening while someone else cranks the engine). Does the fuel pump need a signal from the crank sensor or some other place before it will run when cranking?

2) Are there common failure points I should be looking at? Is the Hall Effect sensor also the RPM input to the ECU (the LH 2.4)? Is checking the ignition pulse signal on the ECU harness (pins 1 and 17) sufficent to test if the Hall sensor is working? It seems easier than getting to the pins on the EZK (the ignition controller).
