Has to do with the Boost Limiting Vacuum Switch on the left fender on 900 turbos. It is a red capped two wire switch with a brown body. Not sure exactly HOW it works, but it limits boost when CC is engaged, unless accelerator pedal is pressed.
Sounds like yours is working correctly.
