Hope all is well with your 900 Aero!
We typically first troubleshoot the turbocharging system by isolation testing. The signal/pressure line that runs between the three way solenoid (on radiator support) and the wastegate actuator (under turbocharger) can be restricted or pinched. Take the car for a quick test drive and look for an increase in maximum boost pressures under engine load. Remember that the APC system is being bypassed so only a quick test drive should be rendered for a viewing of maximum charge pressures.
If boost pressures substantially increase during this test, your problem is prob. APC related. Check APC bcv, control unit, ground, 12V, knock sensor, etc.
If boost pressures do not change during the isolation test, your problem is prob. related to the turbocharger or engine. In most cases, the engine is either not creating enough exhaust velocity to additionally drive the turbine, or there is a problem with the turbocharger, itself. Check engine compression, valve timing, ignition retard, etc. as well as the turbocharger.
