Engine Temp Range?

A couple times recently I've noticed my 94 900 Convt T engine temp get up near the top 1/3rd of the range on the gauge. Usually at idle in moderate stop and go traffic on the morning or evening commute which is only about 20 minutes.
Car has been regularly maintained at Saab independents. Is it normal to have some fluctuation from the midpoint to the top 1/3rd of the temp gauge or is this a signal that all may not be well with the cooling system?
