Cylinder head/Cam shaft question

I'm in the process of putting my cylinder head back together after having it pressure tested and planed - (head gasket replacement). This is a 1990 Saab 900, 16V 2.0L engine, non-turbo.
I put the cam followers and camshafts and bearing caps back in place, making sure that they are all in their original positions and camshaft bearing cap bolts torqued to the spec 11 ft-lbs. Also made sure the slotted black bolts are in the positions closest to the spark plugs.
I needed to move the camshafts slightly to ensure they were in the TDC marked position.
They seemed difficult to turn - definitely not do-able by hand, and somewhat tough with a wrench on the camshaft flats.
Does this sound normal? I want to make sure before I install the cylinder head on the new head gasket and engine block.
