no start, '85 900t, bad starter?

man, i think this car may be destroying my life, won't pass smog, now...
i just ran out very quickly to pick up a friend, didn't let the car warm up very much (sorry!), and then when i went to drop him off at the subway, the car wouldn't start.
alternator should be OK, battery seems to be strong (lights are bright, dash lights come on with no flioker or dimness), i have had the APC fuse out 'cuz it was contantly clicking, but i put it back in to see if that was maybe a cause of the non-start.
anyway, i turn the key and all the dash lights go on, but there is no cranking. the APC solenoid doesn't click either. parking and headlights work as well as all the instrument panel lights. if i hold the key in the start position, the dash lights stay on for a few seconds and then they start clicking on & off slowly. the starter doesn't appear to to be going at all.
other problems: the crankshaft pulley may be worn (it squeaks for a while until the car is warmed up). it has a new catalytic (that didn't help with smog, unfortunately). interior lights went out recently, but it doesn't appear to be a blown bulb or fuse (it's a minor problem that i didn't look into b/c it seemed supefluous).
