If you look under the wipers on top of the firewall is the wiper motor ass'y. Not sure what year your car is, but it's really easy to remove and pop the motor bushing off the wiper arm transmission. If the motor works w/o being hooked up to the ass'y I'd say the wiper transmission is shot.

Also, if you pop the motor bushing off the transmission part and have a really hard time moving the wiper arms, it's the transmission. I had the same problem.
