My 4 door has an 86 16VT engine custom mated with an older (82) CIS fuel delivery system. Whenever it's AC time, I purposely drive slower so as to help keep the engine cooler and lower the fuel usage. I also turn the AC off when accelerating from a stop. Yeah, your milage would increase if you lowered the speed. You also don't say if you hammer all the time, including city driving. I regularly do a combination of city and highway driving, including a long climb to get home, and I've yet to get lower than 25 mpg overall. I'm not a slow poke and I don't hammer all the time either. You also might want to look into other engine/fuel maintenance issues given that your car is over 14 years old.
