Here's a link to the FAQ on base boost.
Don't go messing with the wastegate adjustment without following the procedure in the FAQ - you can get yourself into a situation where the APC can't back the boost down to protect the engine when knock is detected.
Most likely, as Jonathan and nuysdog said, it's something simple. Don't rule out a failed APC controller box. The one on my '89 SPG had a temperature-related mode for dropping to base boost. There's probably a cracked solder joint in the box. I tossed in one from a parts car and I intend to open it up and do a bit of resoldering in my copious free time (in a decade or so :-)
