Removing a convertible's knee bolster (long)

After much reading on this wonderful site I finally realized why others found the 2 'engine compartment' fasteners (one a stud one a nut??) so easily. I have a convertible and the extra bracing in the bolster fastener area appears to mask their access. I'm reluctant to cut the ties that hold the various wiring harnesses which block both visual and physical access as I feel I might not be able to resecure them (access to them and fat fingers!). However, if I cut these ties will I be able to access the bolster fasteners or is it almost impossible on convertibles. Seriously, there must be a way to get at my cruise control switches to check if they are the cause of my cruise control not holding - if I press the set button I can feel the cruise control 'work' the accelerator but as soon as I release my finger from the button the speed drops just as if I had tapped either the cluth or the brate. Vacuum holds OK so the lines must be OK? Any thoughts?? TIA
