High breakdown voltage is what they're supposed to have. But a microscopic pinhole in the rubber (difficult to even SEE), will collect dirt & become a path having a much lower breakdown voltage. Especially when the rubber is 20 years old.
JohnK has a good story too. Either way, new wires & plugs sounds like the thing to do. Check out your distributor cap by cold-starting in the dark & looking for a dull blue glow. Dirt tracks create a spark path that gets etched into the surface, then it can't be cleaned off.
