I had to remove these knobs on my car recently to recover the seats. The metal retaining ring twists off counter clockwise, I think it only takes 1/3 of a turn. I used needle nose pliers to remove the retainer - I'm sure there's a specific SAAB tool for this but pliers work. The retainer locks by twisting clockwise until the prongs touch the stops on the knob. As I recall, I don't think the large knob could come off without removing the retainer unless the knob were broken in which case it would have to be replaced with a recycled knob or a new one from a dealer. Guess you could try to remount the knob and ring to see if it functions properly.
