94 900 Turbo Ventilation fan

Hope someone can help.
I am getting no fan at all on small 1,2,3, setting dial. I get full fan when circulation dial is turned to first, largest setting.
Fuse is obviously OK, cause large wetting works.
Does anyone have any ideas as to what might cause this?
Is this easy to get to in terms of changing out a switch or knob?
Any help would be greatly appreciated.
