No real thoughts on your problem. Though you say plugs are wet, do they smell of gasoline? Seems to me shop could be right, could be sort of a fuel pump problem. If it's a bad check valve there'll be no pressure until you've cranked a bit, so a long lag time to start would be evident at all times. If battery is weak, that long cranking time could be enough to kill the battery so fuel pump never gets pressure up at injectors, and car will not start.
The real problem then would be the fuel return check valve, at tank; but if you have a strong battery and charging system, that's an annoyance you could live with.
Will it start when battery is being boosted with jumper cables?
Fuel pumps also go bad.
Could try various searches on this bulletin board for more info.
Post more about your problem; do a few tests. There's ways to get a little fuel into your intake manifold to see if engine roars or coughs. If so that's a sign you aren't getting fuel. Not necessarily proof of a bad fuel pump though.
