I don't think you understand what PayPal is. It is not a credit card company, it is simply a conduit between seller and buyer....it funnels money between the two. If I'm a seller, the buyer uses a credit card or bank account to buy something and PayPal makes sure the money is transferred. That is all they do. They do not have anything to do with the product that is purchased, but they are there to help make sure the product is shipped (via a tracking number). You buy something, it's YOUR responsibility to make sure the product is as stated, not theirs.

PayPal does not "hold" the money until the buyer is satisfied, it is transferred from one account (buyer) to another (seller), that is all they do.

Sorry to be blunt, but what do you expect PayPal to do? They aren't holding the money, you expect PayPal to refund money they do not have (pay out of their pocket) for a decision you made? They do not have a legal right to freeze the buyer's bank account either.

If you would have purchased a Postal Money Order for your items, mailed it to the seller, and the items turned out to be crap, would you hold the US Postal Service responsible? It's the same thing...

I know you're angry and I know you're hurt, but you can't blame someone else for decisions you made.
