Low boost should not damage anything, but if a boot breaks the car won't go. It's possible the WG is stuck open. You could crawl under and squirt the pivot with penetrating oil. Make sure it's not a torn boot.
Your car has a Garrett turbo, and is common in junkyards where SAABs are plentiful (Northeast, CA, WA, etc...) and I'd look there (also check the TSN classifieds & recyclers) before buying new. Figure out what's wrong before you buy parts you may not need.
Do you have a Bentley manual? If not, get one ASAP.
