i have the same problem after replacing the rack,
im thinking its along the lines of when my rack was put in the steering wheel was spun to the left 1/4th of a turn then the rack was hooked up to the column, had to take the steering wheel bolt out and line up the wheel.
im thinking with the off set the column bearings are binding,
reason im thinking this is when i turn left 1/4th the wheel becomes very easy to turn, but when i bring it back center it gets tighter, same thing happens when i turn right over 1/4th turn the wheel becomes easyer to turn
when i get some time im going to rebolt column to rack 1/4th turn to the left to see if it takes care of it,
in my case it may just be the column bearings, however i do not have self centering same as you, i have been driving this way for a good while and i say my arms are getting huge. :)
if i recall i sprayed w-d 40 on the column bearing and it lossened the wheel up greatly, however it was only for short term, (like 5 min.)
just got to ask when you bolted up the new rack was your steering wheel off to one side 1/4th a turn, maken it so it had to be rebolted in straight, if so i`ll say hands down its the coulmn bearing
