Trust me on this one - I chased this down for months back in 1990 on my '87 900S with LH 2.2. The car had only 30,000 miles on it and everything checked out. I finally had to add a 99 cent resistor in line with the NTC temperature sensor and this tricked the ECU into thinking that the engine was a bit colder than it really was during startup. No emissions issues with this modification - car passed the IM240 in Phoenix with no problems. I believe that the oxygen sensor, once the engine and sensor have heated up, overrides the additional rich mixture caused by the resistor.
This solution was recommended in an issue of Nines many years ago. If I recall correctly, it came from a Saab shop owner in Pennsylvania and was used with great success.
