I think you're probably right on relay. When mine was sticking, the accumulator was on the way out, so pressure wasn't being stored long enough by the accumulator. the pump overheated and pressure was lost while the pump cooled down before it started, again. Hot weather, too.
You might still have a bad pressure sensor on the inner side of the ABS unit near the firewall, which can be replaced without dropping in a new assembly. Or if you're lucky the bleeding took care of the problem. The ABS pump might have pushed fresh fluid through the ABS unit and cleared out a clump or two that was causing the pressure switch to stick.
Drive it and see what happens.
