can cause the symptoms that you describe without the loss of fluid.
When you look at all of the ways that you can lose motion in, or let in things that shouldn't be in the clutch hydraulics, the physics becomes more complicated than it appears at first.
One of the things is that, if the seals in the clutch master have gotten sloppy enough that, when you push the pedal and pressurize the clutch hydraulics, fluid leaks back past the seals.
Another thing, especially in old masters that haven't ever been bled, is that a ring of varnish forms around the opening to the master. Eventually, the varnish ring gets thick enough that the piston in the master cylinder doesn't retract all the way to replenish the fluid in the system - or it lets air in if it's rough enough. That gets worse if the spring inside the clutch master breaks.
And, when (not if) the hole in the yoke where the clutch pedal pushes on the master cylinder elongates (as they always do after a decade or so), the pedal has to travel farther to make up the slack and start pushing the piston in the clutch master cylinder. That used to be a problem with the clutch pedals, too. But SAAB added a bushing sometime in the late '80s. If you have a 900 built prior to '88 or so, this may still be an issue with yours.
I've taken apart a bunch of clutch master and slave cylinders over the years. And, my car has been lucky enough that many of them have been rebuildable. It's been going for 2 years on a rebuilt clutch master.
