Unbolted clutch cover and pried it most of the way off, then used the long nozzle and sprayed penetrating oil up around the starter drive, then tried starter, sprayed some more, tried some more, a few times to make sure something would get in somewhere and maybe leave a little oil behind once the solvent dried up.
Time will tell. Bendix could be gone but seemed to me it was probably just lacking all its original lube and was hanging in the flywheel a little.
The cupped nose of the starter makes it almost impossible to really get at the thing but I trusted to aerosol and lots of thin solvent to maybe do it, and it seems to have worked for now.
