This would set up a situation where the fan switch does not have enough coolant flowing over it to turn it on...
Mine was clogged (with nasty brown crud) and when clean, the fans went on without a problem.
Separately, look at Cliff's post yesterday about a manual on/off from either the fan switch or the AC condensor wires...allows for manual fan control.
