Check plug wires, plugs and coil (for weak spark)
Also, consider electrical issues. Chances are that whoever owned tha car last, had the timeing set properly before things degraded, unless it was a project that was aborted. So, once you've decided that timing is set as good as it's going to get, then check to see if the internals in the the distributor are all eaten up, if so, then a rebuild of the dist or a new one is needed (experience here). If that's okay consider the mechanical timing as mentioned above. If this car was driven hard, or the chain is just worn out, then It could jump teeth and car will run badly, then replace the chain, and contuinue.
It could also be wiring. If you get to a point that the car can "RUN" at a constant speed/rpm, and the tach is still jumping around then your car has electical problems, like wires/contacts are corroded and/or insulation gone from years of heat, etc. (experienced this one too)
