Brake booster failure mode? (85SPG)

OK, gang...I'm'a stumped (again). A few weeks ago, my brake pedal started sinking to the floor, with no fluid loss/leaks. "Aha!", says I, "it's the master cylinder".
I've now replaced the master (with new), and bled the heck out of it (with a pressure bleeder, 2 qts total...now...), and it still sinks to the floor at stops.
The pedal is rock hard if the car isn't running, with no indication of sinking.
If you hold the pedal down, and then start the car, the pedal sinks....and hits the floor.
The brakes seem good at any speed under 25mph or so, but above that and you have the feeling that the brakes are on vacation.
Is there a failure mode of the booster that would cause this? I really don't want to just throw any more parts at it, but there isn't much else it could be, is there?
