The long pin is probably the pin that activates the key-still-in-the-ignition buzzer. It goes through a hole in the gear.
Good question as to why the gearset won't turn.
As far as putting the ignition in, let's assume that everything else in the shifter assembly is lined up right. Bentley sez that you have to put the key in the lock and turn it to to about the 11 O-clock position (see Bentley page 432-2, figure 7.)
