Why upper and not lower freeze plug rust?

91T 5spd. Long story - car still at shop with (a now more questionable) salvaged engine (with reported 88K miles) and rebuilt trans out (already mated to the engine) - but why would an upper freeze plug rust out (at rear of engine, with a moderate sediment trail down the block onto Mits water coolant pipe) before/instead of one of the lowers (of the the 4 head freeze/core plugs)?
Do rusted freeze plugs almost always = coolant system neglect/abuse? rusted block/coolant jacket sleeves (which seems to be suggested per the archives)? and infer earlier headgasket failure??
OR, somewhere else I read the (thin) plugs referred to as 'anodes'... magnetic-ish for dirt/rust, suggesting they can overexaggerate a corroded block condition?
Back to the archives, many reports of having to poke a screwdriver through the rust/crud of the drain block housing, being the lowest catch-all, and yet that appears to be normalish? and not suggestive of a corroded block jacket?
