Option 1, measure fuel flow with tank full, if low order pump inset (or complete pump), wait for parts, pull pump, replace and reinstall.
option 2, pull pump, check for bad hose or plugged/restriction of syphon intake, clean or replace hose if necessary, otherwise wait for new pump insert(or complete pump), r&r
option 3, order complete pump, r&r
The syphon pump itself doesn't actually fail, it has no moving parts. In most cases, the inner, main pump has lost efficeincy and isn't pumping enough fuel for the syphon to keep the inner sump full. A cracked hose supplying the syphon is also a possibility (though remote), a plugged intake, a deformed gas tank, crud....
Bottom line, if you value time more than money, get a complete new pump.
If you can deal with some down time on the vehicle, a pump insert is less expensive and will "probably" be the answer.
