A high idle or high jumping to low is the temperature sensor or the connection of the harness to the temperature sensor. I had a bad connection at the top of the temperature sensor for years, the wiring plug did not fit tigtly enough, and the idle would go to 2000 rpm and you would just have to sit until it dropped to normal. I tightened the harness by making snug with plummers tape around the top of the sensor to snug up the connector. I eventually just replaced the tempersature sensor and never had a problem again.
