Look on the top of the driver side fender, and there should be a diagram of the vacuum line system path. The PCV goes from the top of the valve cover, to the intake manifold near the throttle plate. You should get a Bentley's manual to help you find these kinds of things -- sounds like you will need it if the PO did some interesting things to the car.
The PCV is a check valve that should go in only one direction. It should not pass air TO the valve cover. It should pass air only from the valve cover to the intake manifold. You can put the PCV near the intake or on the valve cover, but it should pass air only towards the intake manifold.
