If it sticks on high it's NOT switching to low beam. Unless there's something wrong with your actual turn signal /high-low switch. If you hear the relay clicking but it stays on high beam, it's almost certainly the relay.
boneyard switches CAN be bad too.
Take one of the relays and pry it open and check the contacts. Put it in the car without the cover on the relay and observe the operation. If the relay operates (and yøu can SEE it work) you can tap the contact and see if it works...only then would I believe it's something else.
