It looks like you're referring to the car listed for sale in the classifieds from a used lot in NY state. It looks nice. The best you can do is make an offer that you feel is fair and walk.
For what it's worth, it seems like you're using the KBB 'retail' value as a standard. My question is, what do these used car lot guys do to 13 year old cars that makes them "worth" more? I would use the private party value, about ($1500 less by the way) as a reference to what the car is worth. My feeling is, for cars this old you should be able to turn around and sell for what you paid if need be. I really don't believe there is a demand to justify this kind of premium pricing. I could be totally off base though.
