I've got a '92 9000, and have installed the fog lights. They are designed to fit into the front air dam, and that provides the 'housing' - both for support and protection.
To mount them in a 900, you need to first provide a housing, and then find a way to mount that housing to the bumper. As others have said, mounting isn't that hard - in the past I've simply bolted an angle bracket to the back of the bumper (on my 900). Since your 900 has the integrated bumper, finding a spot is a little more complex.
But you still need to come up with a housing for the fog light. You can't just leave it hanging out in the breeze. In your place, I'd give up, and buy a Bosch foglight kit. The 9000 fog lights are much larger than the typical Bosch, so you won't find a housing of that size. I'd buy the Bosch kit, and defray the cost by selling the fog lights on the Classified board to someone that can install them into their 9000.
